Should North Dakota Abolish Property Taxes?

Property tax reduction is a big issue this legislative session in North Dakota. There is talk of several proposals to do this, including the Executive budget which would decrease property taxes by providing a dollar-for-dollar decrease in school mill levies.
But one proposal takes an entirely different angle. Rep. Dan Ruby, R-Minot, suggests we do away with property taxes altogether.
From the article, which was published in Minot Daily News:
“This proposal, if accepted by the voters, will put North Dakota in a unique position,” Ruby said. “It will be an incentive to businesses and industry to locate in our state. There could be no better economic development effort.”
Because these initiatives are constitutional amendments, they would be referred to the voters if they are passed by the Legislature.
